Targeting · Capability 02

Decision-anchored targeting.

Joint and dynamic targeting support for HQs, air components and joint targeting boards. The F2T2EA cycle, deliberate targeting boards and BDA — trained, exercised and reviewed against NATO AJP-3.9.

What we deliver

The specific offerings.

  • Joint targeting cycle training. End-to-end coverage of deliberate and dynamic targeting, aligned to NATO AJP-3.9.
  • F2T2EA fluency. Find, Fix, Track, Target, Engage, Assess — trained as a staff discipline, not just an air-component skill.
  • Deliberate targeting board readiness. Board chair training, staff briefings, and the analytical inputs each board requires.
  • Battle damage assessment. Confidence-laddered BDA reporting using the Absent-to-Confirmed framework.
  • Collateral concern & legal envelope. Embedded ROE and legal-anchor training within the targeting workflow.
How we do it

Methodology.

Targeting is a downstream consequence of a decision. We anchor every targeting exercise to a named commander decision, a threshold-judgement framework, and a Decision Support Requirement — not to a notional target deck.

Cohorts run a deliberate targeting board, then move to dynamic targeting under time pressure with injects that test both the F2T2EA mechanics and the underlying decision-support workflow.

BDA is treated as a confidence-laddered analytical product. We train cohorts to express convergence states (Isolated, Partially, Strongly, Fully) explicitly and against the UK PHIA Probability Yardstick.

Representative engagements

How this work shows up.

Air component

Joint targeting cycle training at a NATO air operations centre

Two-week programme covering deliberate and dynamic targeting, board readiness and BDA, with a final tabletop exercise integrated to a partner-nation deployment.

Joint exercise

Targeting board chair uplift for a coalition headquarters

Bespoke chair-training programme for the deliberate targeting board ahead of a coalition exercise series. Cohort included board chair, deputy and key staff.

Doctrine review

AJP-3.9 alignment review of national targeting procedures

Structured comparison between a partner-nation targeting SOP and AJP-3.9, with operationalisation recommendations and revised standing instructions.
